COVID-19 Update for May 28, 2020 – All Province

Across the provinces

As Canada approaches 90,000 confirmed COVID-19 cases, here are the latest steps being taken by provinces and territories:

British Columbia – The Government of British Columbia has extended the province’s state of emergency by another two weeks, until June 9.

Alberta – Alberta MLAs have returned to the Legislative Assembly this week to “debate legislation critical to getting the province back on track” after COVID-19. MLAs are scheduled to sit until July 23, with one break week during the week of Canada Day.

Saskatchewan – Saskatchewan’s Legislative Assembly will meet from June 15 until July 3. The Minister of Finance will table the 2020-21 provincial budget on June 15, with a final vote expected on July 2. Back in March, with the COVID-19 pandemic and uncertainty on the rise, the government introduced spending estimates with no accompanying revenue forecasts on what was supposed to be Budget Day. Saskatchewan has also extended the COVID-19 state of emergency for two weeks.

Manitoba – The Government of Manitoba has confirmed the details of its second phase of reopening, which is set to begin on Monday, June 1. The government previously released a draft second phase plan on May 21 for feedback.

Ontario – The Government of Ontario has extended all emergency orders under the Emergency Management and Civil Protection Act until June 9, 2020. The Government of Ontario is extending the mandate of the Incident Management System Long-Term Care Table that is responsible for co-ordinating operational support for long-term care homes. The table will be able to drive immediate decisions and resource deployment for urgent issues facing the sector, including controlling outbreaks, infection prevention and control assessments, testing and appropriate staffing levels and helping homes access personal protective equipment.

Québec – Beginning June 1, Quebecers will have access to campsites, marinas and other tourist accommodations. Camping and outfitting establishments will open across the province, while other tourist accommodations can only open outside of Montréal.

New Brunswick – In the Campbellton region (Zone 5), restrictions are moving back to the “orange” level following three recent COVID-19 cases established as travel-related. The Government of New Brunswick has also extended their state of emergency for two more weeks.

Nova Scotia – The provincial government has finally issued details of its reopening, allowing the June 5 reopening of restaurants for dine-in, bars, wineries, distilleries and taprooms, personal services like barbershops and hairstylists, fitness facilities and veterinarians. The government is also investing $230 million in infrastructure projects to stimulate the economy.

Prince Edward Island – The province is looking to move to Phase 3 of its reopening plan on Monday, June 1, allowing indoor dining and accommodations, personal services, and slightly larger indoor and outdoor gatherings. The government has also updated public health guidelines to further allow the expansion of child care starting on June 1. Most notably, the cap of 20 people per licensed child care centre will be removed.

Newfoundland and Labrador – Newfoundland and Labrador’s Department of Children, Seniors and Social Development has begun reinstating in-person family visitation for children and youth in care.

Yukon – The government is examining how to reduce the risk of COVID-19 transmission from the movement of staff and contractors between certain facilities, such as long-term care facilities.

Northwest Territories – The territorial Public Health Emergency and State of Emergency have both been extended until June 9.

Nunavut – Starting on June 1, daycares will be permitted to reopen, outdoor gatherings will can increase to 25 people, and territorial parks and municipal playgrounds can re-open.
